Philippine Statistics Authority - Zamboanga Sibugay, in cooperation with the Municipality of Malangas, convened the 2024 Municipal CBMS Coordinating Board (MCCB) on the morning of January 16, 2024, at Budget Hotel and Resort, Candiis, Malangas, Zamboanga Sibugay. The said meeting was attended by the different agency heads/representatives from the Department of Education, Local Government Unit of Malangas, other local agencies/offices, and representatives from PSA Zamboanga Sibugay headed by Chief Statistical Specialist, Atty. Richard D. Tabigne, and Senior Statistical Specialist and CBMS Provincial Focal Person Ma. Theresa R. Sumicad.
Municipal Planning and Development Coordinator and Municipal CBMS Focal Person Elpidio T. Potayre, on behalf of Municipal Mayor Marcelo M. Bacquial, Jr., presided over the meeting. CSS Atty. Richard D. Tabigne provided an overview of the 2024 CBMS rollout, emphasizing the importance of cooperation and assistance from the Municipal Coordinating Board members.
Republic Act No. 11315 mandates the Community-Based Monitoring System (CBMS) to collect essential data for evidence-based policymaking and program implementation at the municipal level. The CBMS will streamline the identification of beneficiaries for social protection programs, perform thorough poverty analysis, and prioritize community needs. It is important to note that the CBMS upholds individual privacy rights in strict compliance with RA 10173, the Data Privacy Act of 2012, and RA 10625, the Philippine Statistical Act of 2014. The CBMS has implemented stringent measures to ensure responsible and secure handling of all collected information.
The Municipal Coordinating Board will supervise the implementation of CBMS in Malangas, ensuring that all requirements are met and addressing any issues that may arise throughout the operations. This collaboration between the municipality of Malangas and the PSA underscores a mutual dedication to fostering positive transformations, advancing sustainable development, and enhancing the well-being of the residents of Malangas through the utilization of dependable data.
