PSA – Zamboanga Sibugay National ID Registration Now Includes Newborns and Children Aged 4 Years and Below

The Philippine Statistics Authority (PSA) – Zamboanga Sibugay has officially expanded National ID (NID) registration services to include children aged 4 years and below. This rollout is part of the agency's ongoing efforts to ensure that all Filipinos, including minors, are registered for the National ID, which is a vital tool for accessing various government services and benefits.

The National ID, a government initiative aimed at establishing a unified identification system for all Filipinos, now includes children as young as newborns in its coverage. This move will enable the government to effectively track and identify all citizens, promoting inclusivity, convenience, and security for Filipino families. This is also a proactive measure to improve these children’s access to essential government programs in the future.

Ms. Ajirah Suminggal, a mother from Titay, Zamboanga Sibugay, has already registered her two-month-old son, under the new expanded registration guidelines. According to Ms. Suminggal:

"Nagparehistro po ako [ng aking anak], kasi kailangan po talaga. Nakasali po kami sa 4Ps, at sinabi po sa amin ng aming ML (Municipal Link) na kailangan magparehistro para makapag-avail ng 4Ps."

The PSA encourages all parents and guardians to register their children for the National ID, particularly those who are beneficiaries of government programs such as the Pantawid Pamilyang Pilipino Program (4Ps).

To register a child 0-4 years old, a parent or guardian who is already NID-registered must be present. The National ID Number or permanent identification number of the child that will be generated will be linked to the accompanying parent or guardian.

Supporting documents must also be presented to validate demographic information of the child. Any of the following supporting documents may be presented: (1) Certificate of Live Birth issued by the PSA or the Local Civil Registry Office (LCRO); (2) Report of Birth issued by the PSA or Philippine Foreign Service Post (PFSP); (3) Certificate of Foundling issued by the PSA; (4) Certificate of Foundling or Certificate of Live Birth or Persons with No Known Parent/s issued by the PSA; (5) Municipal Form No. 102; (6) Philippine Passport or ePassport issued by the Department of Foreign Affairs (DFA); or (7) any document showing the full name of the child, date and place of birth, the full name of the mother, and the full name of the father, if acknowledged.

Upon validation of demographic information, the front-facing photograph of the child will be captured. Only when the child reaches the age of five will their complete biometric information be captured, including the fingerprints, iris scan, and the updated front-facing photograph.

This initiative marks another significant step in the government's continued efforts to streamline public services, making it easier for Filipinos to access essential programs and benefits.
